Working backwards from the IVCA Conclave. If the Conclave moves, the whole calendar moves with it rather than the report being rushed.

Meeting 1 — Ratify the Metric Set
- 0:00 – 0:10Welcome, introductions, confirmation of Chair
- 0:10 – 0:20Purpose and scope. What the Panel does and, explicitly, what it does not
- 0:20 – 0:55Metric Set v1.0 clause by clause — kept, amended, deferred or dropped
- 0:55 – 1:10Segmentation and minimum sample thresholds
- 1:10 – 1:20Data window — template, timing, format, single point of contact
- 1:20 – 1:30Publication plan, second cohort, calendar to next meeting
Meeting 2 — Review the draft findings
- 0:00 – 0:05Welcome; participation and coverage summary
- 0:05 – 0:35Draft findings. What the data shows, where it is thin, where it surprised
- 0:35 – 0:55Methodology challenge. Anything that cannot be defended is not published
- 0:55 – 1:10Metric Set v1.1 change list
- 1:10 – 1:20Publication: format, embargo dates, launch venue
- 1:20 – 1:30Second cohort — each member nominates one peer, named in the room
Standing rules
- Ninety minutes, started and ended on time.
- Every meeting produces a versioned document. No exceptions.
- Minutes circulated within three working days, decisions separated from discussion.
- The Secretariat presents and records. It does not chair, does not vote, and does not raise its own commercial matters in the room.
